Joyce Shia ditunjuk sebagai Direktur Information Technology Telkomsel pada 31 Mei 2024. Sebelumnya, Joyce menjabat sebagai Chief Information Officer (CIO) di NETS selama periode 2019-2021, dan Vice President Digital and IT di Singtel selama periode 2021-2024. 

Joyce juga memiliki sejumlah pengalaman terdahulu sebagai eksekutif IT di beberapa perusahaan, seperti di Digi Telecommunications sebagai Head of Technology Department (2014-2016) dan Chief Information Technology Officer (CIO) (2016) dan di Telenor sebagai Vice President Digital Global Services (2016-2017) dan Vice President IT Asia (2017-2019). 

Joyce memegang gelar Bachelor of Software Engineering dari University of Melbourne, serta telah mengikuti sederet program leadership & executive bersama Telenor, seperti dari London Business School (2015-2016), Asia School of Business - MIT Sloan Mgmt (2016), dan INSEAD - CXOs Execution of Digital Transformation (2016). Pada 2023, Joyce kembali mengikuti program Phoenix Encounter Workshop dari INSEAD bersama Singtel Group Top Executives.
